“RESEARCH WORKSHOP ON SUSTAINABLE BIOFUEL DEVELOPMENT IN INDONESIA, PROGRESS SO FAR AND FUTURE APPLIED RESEARCH OPPORTUNITIES”
04-05 February 2009; ASEAN Room, Sultan Hotel, Jl.Gatot Subroto, Jakarta
This research workshop on sustainable biofuels development in Indonesia is organized by the Institute for Global Environmental Strategies (IGES) and Co-operation for Development (Europe) (CDE) in consultation with the Indonesian Biodiesel Forum, the Indonesian New & Renewable Energy Society, trades associations and university researchers, especially from the provinces. Interested government agencies include the Ministries of Energy, Forestry, Industry and Economic Affairs, the Agency for Assessment and Application of Technology (BPPT) and the Inward Investment Coordinating Board (BKPM).
Since 2006 biofuels are a priority issue in Indonesia, as in Asia, and the government has charted out a biofuel road map up to 2025. Biofuels show great promise for their potential to contribute to energy security, greenhouse gas reduction, poverty reduction and to help promote sustainable development. The purpose of the research workshop is to facilitate an exchange of views between researchers from universities, stakeholder groups and Government.
The wider problems concerning biofuel development in Indonesia perceived since 2006 include some inconsistencies in policy and regulatory frameworks (including the negative impact of the subsidies on fossil fuels), uncertainties in pricing and markets – especially since the recent global financial crisis, competition between domestic and export markets and related problems on pricing and any domestic supply obligation , possible conflicts over land use and over the use of food-crops to produce biofuel, potential aggravation of environmental problems and loss of forest cover, biodiversity loss, land degradation and water pollution.
To make the Research Workshop a success we would like to identify the organizations and individuals who can help build a research network capable of demonstrating the present stage of policy, economic, commercial and technical development of the Indonesian biomass sector and in particular capable of outlining recommendations, policies and plans for the future. Articles on prospects, problems identified and research results will be disseminated in cooperation with the media, via web sites and by means of a printed Report as well as in CD format.
Follow-up research proposals based on research clusters : participation in the workshop is therefore by confirmed invitation. All participants will contribute papers and will be invited to participate within clusters of research topics, to make it easier to identify further research proposals. In each case a Ministry or Government agency may also be linked to the research cluster.
